Steps to follow:

1. Download the '.blend' file from the link.
2. Inside your project go to File>Append>'Pokla Dots.blend'>Materials>'Pokla Dots 2D(shirt)'.
3. Check the dropdown section in the Materials section on Properties bar and choose 'Pokla Dots 2D(shirt)'.
